I think what they do is the modem your buy or rent from the cable company knows the mac addy and uses this to regulate the speed.

Thats what I would do, ip change mac doesn't.

I was told that they "change it in the office". So they must have some way of controlling your bandwidth.

As far as free cable TV is concerned, I think it depends on the company. Evidently some are lax about free cable, and some are strict. The company in Pt. Charlotte Florida that my parents used to deal with always had somebody out the next day to cut off the cable when you asked them to do it, prior to heading home in the spring. But the Florida company had their own employees do these tasks. Others like my own ISP, farm out the work to smaller companies, and I suppose that they don't always bother with mundane small chores, hence free cable for some.
I expect that eventually I'll see a truck out on the street in front of my house, and the guy will be up on a ladder putting a filter on my connection to shut off the TV. I don't suppose this little chore is very high on their "to do" list though.

Thats a bit strange not controlling the wan from a central point, o well u get free cable for it. :D

from my experience if you ask for it to be taken out they come pick up the box no box no receiving the signals if you think get a box by dodgy means to connect yourself you cant do that as they send a control signal and that has to be registered for the box to work or so i am told, they can tell what you watch and to a point the state of the box with this signal if they cut you off because of non payment they simply do not send the signal this i know because of people that i know didn't pay but this is what they do in the uk the u.s it seams runs a little different
