In the beta, and I assume in the game now, no you are not limited. If fact you can get what ever skills you want. BUT a natural mesmer will be more powerful with mesmer powers than a hunter with those powers. You can make quite a few characters, so it is easy to experiment to see what you like.

My impressions of the beta test:
I have always liked fast paced games. That is the reason I love UT, especially redeemer arena. This is a MUCH more laid back game, but I know it will get exciting taking on a dragon or monster with a full team.
