Yep, The firewall in the router is the culprit. It is blocking your outbound and inbound connections to the server. I remember having this very same issue when I put my server up. Herm helped me with that one as well.
The Motorola that I had would not allow port forwarding. Nice piece of machinery, but it is in a box now.
