Here is what the Microsoft Support site has to say about your problem:
Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39) Reasons for this error include a driver that is not present; a binary file that is corrupt; a file I/O problem, or a driver that references an entry point in another binary file that could not be loaded.

Uninstall the driver, and then click Scan for hardware changes to reinstall or upgrade the driver.

On the General Properties tab of the device, click Troubleshoot to start the troubleshooting wizard.

I still believe that you can do it in Windows. Just go to the device Manager again. Uninstall the device, and then reinstall it. It should get the driver from your SP2.cab.
Give that a shot.

Next many question
1) should I put back my sound card?
2) Remove old driver then First nice start clean driver from my two CD for Sound Blaster card?
3) If It goes to that safe mod again to pull out Sound card?

Okay. There goes that idea. The BIOS drier seems to be okay.

Go ahead and uninstall your sound card drivers. Then install the card and see if Windows detects it. If it does, then install the drivers from the CD again or download them from the Soundblaster web site.

Heck, this may work.

So everything is working okay now?

Also, it is a good idea to keep your registry files clean.
Try this freeware out. http://www.tweaknow.com/RegCleaner.html

It will repair your registry so that your computer runs smoother.

If is to time comsuming I'll spend the 15 minutes to swap out the hardrives and I' good to go all over again. Of course my 1st duty is to clone my ne hardrive again for next time :-)
